Heat a large skillet over medium heat. Add ground beef and chopped onion, cooking until beef is mostly browned and onions are translucent.

Add salt, black pepper, paprika, Italian seasoning, and red pepper flakes to the beef mixture. Stir well to evenly distribute the seasoning.

Add chopped pepperoni to the center of the skillet. Allow it to cook for 2 minutes, then stir to combine with the beef mixture.

Carefully drain excess grease from the cooked beef and pepperoni mixture and return to heat.

Add minced garlic, beef broth, marinara sauce, and milk. Stir to combine.

Stir in penne pasta. Bring the mixture to a gentle simmer. Cover the skillet with a lid and cook on medium-low heat for 15 minutes, stirring occasionally, until pasta is al dente.

Remove lid. Stir in 100 g mozzarella cheese until melted and well mixed. Spread remaining 100 g cheese over the top. Let stand, covered, on low heat until cheese melts, or briefly place the skillet under a broiler for a golden top.
