Stir all ingredients except optional chocolate chips to form a dough.

Shape into bars with your hands or smooth the dough into a lined 8x8 pan.

Refrigerate the dough until chilled, then cut into bars.

For optional coating, spread melted chocolate over the pan before chilling, or dip bars individually into melted chocolate, then chill to set.
