Boil water, add 2 teaspoons salt and pasta. Cook according to package directions. Reserve 1 1/2 cups pasta water before draining.

Heat olive oil in a large sauté pan over medium heat. Cook garlic for 2 minutes until lightly browned at edges. Add red pepper flakes and cook 30 seconds more.

Add reserved pasta water to garlic oil mixture and bring to boil. Reduce heat, add 1 teaspoon salt, and simmer about 5 minutes until reduced by 1/3.

Add drained pasta to garlic sauce. Remove from heat and stir in Parmesan and parsley.

Let pasta rest 5 minutes for sauce absorption. Season to taste and serve warm with extra Parmesan.
