Preheat oven to 350°F.

In a large bowl, cream together the butter and sugar using a mixer. Add the egg and vanilla, and mix well.

In a separate bowl, whisk together the flour, baking powder, baking soda, and cream of tartar.

Gradually add the flour mixture to the wet ingredients in the mixer and combine until a dough forms.

Divide the dough into four equal sections.

Sprinkle 2 tablespoons of Jell-O powder onto each dough section. Knead until completely combined and the color is even. Add drops of food coloring if desired for more vibrant colors.

Roll the dough into 1-inch balls, then roll each ball in extra Jell-O powder or sugar to coat.

Place the dough balls on a baking sheet, spacing them 2 inches apart.

Flatten each ball of dough using the bottom of a glass.

Bake the cookies for 8-10 minutes, or until the edges are set.

Remove the cookies from the baking sheet and cool them on a wire rack.
