Preheat oven to 375°F (190°C). Grease a 9 x 13-inch baking pan.

Combine flour, baking soda, and salt in a small bowl.

In a large mixing bowl, beat butter, granulated sugar, brown sugar, and vanilla extract until creamy. Add eggs, one at a time, beating well after each addition. Gradually mix in the flour mixture. Stir in chocolate chips.

Spread half of the cookie dough into the prepared baking pan. Bake for 8-10 minutes. Remove from oven.

While the cookie dough base is baking, melt caramels and evaporated milk in a double boiler. Once melted, stir in the peanut butter and mix thoroughly.

Spread the caramel mixture over the baked cookie dough base. Drop spoonfuls of the remaining cookie dough over the caramel layer.

Bake for an additional 15-20 minutes, or until the top is light golden brown. Let cool before serving.
